UK university recognition

Pearson Edexcel, recognised in the UK.

Is Pearson Edexcel recognised in the UK? Its International GCSE and International A Level are not regulated by Ofqual — Pearson regulates them itself — yet Oxford, Cambridge and Manchester state they accept the IAL grade-for-grade with A Levels, and UCAS says most admissions teams use the two interchangeably. Here’s exactly what each authority says.

Is Pearson Edexcel recognised in the UK as equal to GCSE?

Not by the regulator — by the universities. “Ofqual does not regulate international GCSEs”, Pearson states; the International GCSE is regulated by Pearson, which says UK NARIC (now UK ENIC) confirmed in April 2019 that it meets the UK GCSE standard. Ofqual itself is careful: “GCSEs and International GCSEs are not the same qualifications, and so we believe it is not possible to say with any precision how the standards of the two compare.”

In practice Manchester accepts International GCSEs from Pearson Edexcel without differentiating between boards, and Oxford does not require GCSEs or IGCSEs at all. The NARIC comparability is Pearson’s statement of the finding — we attribute it, we don’t assert it.

Does the IAL earn UCAS Tariff points?

No points — and no penalty

UCAS is explicit: “International A levels are not on the current Tariff. The UCAS Tariff allocates points to GCE A levels that are accredited by UK qualification regulators and so International A Levels are not awarded Tariff points.” In the same breath it adds that “International A levels are well-regarded by UK higher education providers. Most admissions teams use International A levels and GCE A levels interchangeably and don’t draw distinctions between the two in their entry requirements.”

So an IAL student is judged on grades — an offer reads AAB, not 136 points — exactly as a GCE A Level student would be at the same universities.

What that means for an application

  • Offers in grades — AAB-style, the norm at the most selective universities
  • Grade-for-grade — an IAL A* is treated as a GCE A*
  • Pearson sends IAL results to UCAS directly (Pearson’s guide)
  • Check the course page — universities set their own requirements

Sources: UCAS — Tariff factsheet for international admissions (2015; the current UCAS qualification profile for the Pearson Edexcel IAL states the same); Pearson — IAL university recognition guide. Verified 14 September 2026.

Which UK universities accept the Pearson Edexcel IAL?

Pearson claims “all Russell Group universities in the UK (including Oxford and Cambridge)”. We publish only what we have read on a university’s own page — three so far, each of which names Pearson Edexcel and says grade-for-grade. Pick a university; the panel shows its exact wording.

What else do parents ask about Pearson Edexcel recognised in the UK?

Is the Pearson Edexcel International GCSE regulated by Ofqual?

No. Pearson states plainly that “Ofqual does not regulate international GCSEs” — they are “distinct but similar qualifications to the GCSE (9-1) which are regulated by Ofqual”. The International GCSE is regulated by Pearson itself, and Ofqual said in 2019 that it expected to regulate no International GCSEs by April 2020. They also do not count in English school performance tables.

Do UK universities accept the Pearson Edexcel International GCSE?

Those that publish a position do. Manchester: “International GCSEs from the major awarding bodies (Cambridge International (CIE), Pearson Edexcel, Oxford International AQA, and LRN International) are all accepted. In most cases, we do not differentiate between exam boards.” Oxford notes that “You do not need GCSEs (or IGCSEs) in order to apply to Oxford.”

Is the IAL on the UCAS Tariff?

No. UCAS: “International A levels are not on the current Tariff. The UCAS Tariff allocates points to GCE A levels that are accredited by UK qualification regulators and so International A Levels are not awarded Tariff points.” UCAS adds that “Most admissions teams use International A levels and GCE A levels interchangeably”, so offers are made in grades, such as AAB.

Do Oxford and Cambridge accept the Pearson Edexcel IAL?

Yes, grade for grade. Oxford: “International A-levels (offered by Cambridge Assessment International Education, Pearson Edexcel and OxfordAQA) are recognised as equivalent to UK GCE A-levels on a grade-for-grade basis.” Cambridge: “We accept international A levels offered by Cambridge International, Oxford AQA or Pearson Edexcel, as they are comparable to UK AS and A levels.”

What does UK NARIC (UK ENIC) say about Pearson Edexcel qualifications?

Pearson states that UK NARIC — now UK ENIC, operated by Ecctis — independently assessed its IALs in November 2017 and confirmed “they continue to meet the UK A level standard”, and assessed the new International GCSEs in April 2019 and “confirmed they meet the UK GCSE standard”. Those are Pearson’s statements of the findings; we have not published ENIC’s own wording.

Can a UK school offer the Pearson Edexcel International GCSE or IAL?

Partly. Pearson lists the International GCSE as available to “UK independent schools and international schools” — not UK state schools, where the Ofqual-regulated GCSE is used. The IAL is “only available to students outside of the UK”, at international schools and online schools; UK schools sit the linear GCE A Level.

Is the Pearson Edexcel International GCSE the same standard as a UK GCSE?

Pearson says yes — “equivalent, grade for grade, to UK GCSEs” — and cites UK NARIC. Ofqual is more cautious: “GCSEs and International GCSEs are not the same qualifications, and so we believe it is not possible to say with any precision how the standards of the two compare.” Universities, Ofqual notes, “are used to seeing many different qualifications on applications and deciding what value they place on them”.
